I have a P.A.C.M.A.N. deck I will post here later although the game no longer really allows this to be an actual deck outside of Locals. But I do have an edit for the OP: Control is not a win condition. It's more of a mechanic/strategy/archetype.

I still to this day play pacman competitively. I do need to attend the YCS in Texas this year. Have not had the money to travel in the last few years.
However, It does quite well and has alot of options to be Anti-Meta.
Now:
For the control aspect being a win condition. It actually is. Removing card options, while clearing board allows for some nice pushes. Even small pokes..they add up.
The XYZ's have allowed pacman a few big pushers.

Control is not a win condition, no matter how one shakes and bakes it. And Worm Linx could be in the OP. It has seen play in Regional topping decks.

The OP isnt complete.
What would be a win condition in a Control Deck? Poking? That doesnt define the type of deck..as listed above.
Now so far I have played a few regionals with pacman..when time was permitting.
I went 6-1-1 5-0-3 6-0-2 7-0-1

I think what he's getting at is that your define win condition isn't a win condition because it's more a style of play. the win condition for this deck could be stealth bird or some form of burn damage. I could even see an argument for "restriction of plays" to be considered an AWC for this deck, but be this decks primary win condition.
since ghostricks play right into this deckstyle, has anyone tried for "casP-ACMAN" or some form of ghostrick-pacman hybrid? I could see lacooda and probably even golem sentry worked into a ghostrick framework with stein, jianshi, lantern, spectre, and probably mary/ghoul(little poke, little poke, GROW GROW GROW!).

Its quite complicated fusing them together correctly. Tossing the best of both worlds will squash the framework. However, Im back into the mood, so going to attempt it once again.

With the release of Burst Rebirth, I'm thinking this deck has a bit more fuel to work with now. Granted, 2000 LP is a big chunk of LP, so like Warning, it better be to bring something great back. Then again, it's chainable, and so +1'ing with the card helps to soften the cost. That said, we do have plenty of nice cards to bring back already, and in the forefront are these PACMAN cards (Ghostricks are what this came with, but they're not the pioneers of this flipflop mechanic). With the amount of control the deck has, maybe a teched (or maybe deck-focused) use of Solemn Wishes (which already pairs nicely with all the repeated draw power the deck possesses) can also help lower the burden of Rebirth's cost.
Swarm of Crows (I guess using "Murder" of Crows was too much for a children's card game) also deserves a mention, just like the OP has, but really only has viability with Rebirth (like Guardian Sphinx too). It IS a new area of control that this deck didn't have before: hand discarding, and while its stats are relatively mediocre for its Level (which is of course to offset the strong effect), at least being DARK and Winged-Beast does open up other avenues of synergy.
One of which is Icarus Attack, and we already had a current candidate for that card, Stealth Bird! Both are DARK too, as is half of the other monsters too (the other half being all EARTH thus far), so Allure of Darkness has a bit more relevance, especially if you never tried it in here before.
It's still too bad it can't be SS'd from the deck, but that's obviously to prevent much easier access to it. Then again, one can also mill it and then Burst Reverse/Shallow Grave it back anyways.

Ive been thinking of doing a set control. using cards that set the opponents monsters for easier removal.
That or the old anti-swarm deck. using triple needle ceiling/heat wave to clear the board

Well, wouldn't Needle Ceiling prefer the likes of Light of Intervention, Swords of Revealing Light, or even W Nebula Meteorite?
Then again, Swords of Conceiling Light puts them in DEF position, and you have Shield Crush & Nobleman of Crossout, just to name a few.
Nonetheless, I like the Needle Ceiling avenue better. Tech some Ghostricks, and run Ghostrick Vanish for some control. And probably other Ghostrick support cards too, seeing as the archetype basically is one big PACMAN deck, albeit a different direction.

the only Ghostrick I cannot live without is Alucard. That card sets up so many plays.
