Not enough information. There are only a few ways you actually get two Malefics down because Skill Drain doesn't negate in hand or facedown cards.

I was under the impression you could never have two malefic cyber end on field at the same time, Even if flip summoning one. More to the point:
1) Activate skill drain 2) Banish Cyber End Dragon from Extra Deck, SS Malefic Cyber End Dragon from hand. 3) Summoning Condition on a second, in-hand, Malefic Cyber End prevents another SS as long as the one on the field is face up.
Is that enough info to go off?

You can not have more than 1 Malefic on the Field. The in hand condition on the second will stop it from be summoned every time since it is a condition and not a effect.

There are really no names for these kinds of text. Though the one on the board has that text "negated", as bystander said, the one in hand isn't being prevented.
For you to have multiple Malefics up, you need to get the first one(s) flipped down, summon the in-hand copy, then flip up the face-downs via effect or the opponent attacking it. As I mentioned, the face-down copy also isn't being negated so you can't flip that either by battle position change.
Long story short, it's a convoluted way of even getting that far, so you're hard-pressed to find anything that'll make this any simpler.

Well the flipped face down thing is a good idea. Only issue is that you only have one really good option available and that card is currently @ 1 Book of Moon. Flipping face up might have to be done by something like Book of Taiyou. Most of the other effects that could flip face up are monster effects and those can not be utilized while Drain is up.
As for flipped by battle it really depends on what monsters your opponent can get on the field. That can spell trouble if you are not careful. If you have a MalStardust on the field and flip it face down it only has 2000 def and that is easily run over by a lot of cards.

Like I said, you're better off saving your other Malefics for later. But this isn't a strategy corner, it's a question thread. I'm sure the question has been answered, though the OP can decide to do up follow-up questions as needed.

your only other option would be inter-dimensional matter transporter/dimension hole...if im not mistaken. IE you have drain up, banish via hole or IMT bring in another and when the first returns, in theory, it would not be prevented from being on board. this is just my assumption.

Point was someone thought skill drain and malefic was good XYZ engine for rank 10, and I didn't think it was worth the effort. It certainly isn't. Oh well, let them run double malefic cyber and gustav max in Dark World lol. You can lock this.

You want to use MalCyEnd for a rank 10, run Metal Reflect Slime alongside it. That is the easiest and most sure fire way to do it. I have done this many times, won me a few games too.
