so has this deck undergone any major change since january of this year or no? the deck I saw at regs was a poor example of change if it did change and if it did not then IDK what the hell he was doing.

There's plenty of variety. There's versions with Hands, versions with maxed out Maxx "C"s, versions that use underrated members like Hraesvelg, Azzazoth, Obliviwisp, etc., versions that run 2 vs 3 Pandemic, the variety of backrow approaches, etc.
I can post a list of my friend's deck that helped him get 12th place at the recent Toronto Regionals. And my janky build I took, if you guys want that too.

Why the Will-O-The-Wisp? Why only 1 Magdroga? Triple Vanity? Triple Infestation? Personally I find 2 better, and with so much destruction coming from monster effects IDK if 3 is a solid idea. Why 42 cards?

Since most of those are only in my deck, I assume you're asking me personally.
Obliviwisp has a massive 2050 DEF, that also cuts off that monster's effects, following it to the graveyard. I was basically trying some defensive Evilswarms to play the long game with control.
Mandragora should've been cut, but I have this horrible preference to play my DT cards, and I had only 1 such copy for Mandragora.
Vanity... admittedly I'm not very used to using it, therefore I never really figured out in time how many I really needed in the end. It did come in handy several times, having multiple copies too. Macro Cosmos also made for a hilarious lock.
Pandemic at 3 is the underrated idea. It means you can open one and still resolve two Ophion effects without letting them know you have one. Yeah, there's a lot of monster-based effects these days, but to punch through more of the opponent's backrow when they expect only two is very much rewarding. It's also useful opening one to make sure your Xyz play doesn't get interrupted in advance.
42 cards was due to my lack of time to think of what to cut. Mandra and Vanity's would be the first two cuts.
