I feel as though I am being baited...
Do you want to have this card discard a card during each players turn? Because you might want it to look like this:
During each player's end phase: you may discard a card, otherwise; destroy this card.
That said, I don't see any point in having a 24k beater that only causes a loss of hand advantage. I propose you change the card to:
Crimson Snapper lv: 3 Water/Fish ATK: 0 DEF: 1200
-This card gains 300 ATK for each of your banished Fish, Sea Serpent, and Aqua type monsters. -When this card is summoned; banish one Fish, Sea Serpent, or Aqua type monster from your deck. -During your end phase; banish one Fish, Sea Serpent, or Aqua type monster from your hand or graveyard. If you cannot; banish this card. -When this card is destroyed by battle and sent to the graveyard: you may return up to 5 of your banished monsters to the deck; then special summon that many of your banished level 4 or lower Fish, Sea Serpent, or Aqua type monsters.
I have absolutely no idea how this would play with any of the other banish fish out there, but I thought it was cool! It keeps your idea of having a beater that completely drains your hand of cards over time, while maintaining a semblance of value towards other fish themed cards.

The name has nothing to do with you I promise. I made this card ages ago. I can see your point, but you're proposing a completely new card there As for your fix, you might be missing an aspect of what I considered to make balance this card. It's wording does not say "discard one card to keep this card on the field", as discarding that card would be a direct cost of this card. Instead it requires you to discard for whatever other card needs discarding. But I do see I will need to fix the wording on when exactly a card needs to be discarded. I've tried a different wording. Do tell what you think.

Ooooh, I gotcha, it makes a lot more sense with the explanation and updated wording! Now go make an archetype of Crimson Fishes so I can play a proxy deck of them.
