Type is Spellcaster Attribute is Light
You have them flipped.
Also, you should edit the text from
To
Are the negation effects meant to be quick effects? Or semi-quick and only on your turn?
If so, they should read "Once per turn, during either player's turn"

Yeah, I was unsure on how to word the part with the cards being flipped up, so I'll change that.
I'll admit, I'm really not that good with different types of effects, but it is supposed to be able to activate on your opponent's turn.

I'm not great with wording. ragda you're probably better with wording than I am, want to help out?

I, too, possess wording skill. Ask bystander! After all, I've created 7-8 full Fantasy Sets (including at least one with full PSCT) and I've created almost 80 other cards since then that aren't organized in a set, but also have PSCT. I would say that it should be worded like this. The first sentence uses Mind on Air as a template, and the rest draws from Artifact Durendal, Battlin' Boxer Shadow, and Arcana Knight Joker: Both players must play with the top card of their deck revealed. Once per turn, during either player's turn: You can activate this effect, depending on the card type (Monster, Spell, or Trap) on top of your opponent's deck. If you do, target 1 card of the same type on the field, in either player's Graveyard, or 1 card that is banished; negate the effects of that card. Do you want it to only negate effects that activate on the field, or do you want coverage against hand and grave effects or banished cards as well? Also, does it destroy the negated card? That would make it even more powerful! If it doesn't, Continuous Effects would be negated forever unless you add an "until the End Phase" clause, weakening the card from its current state.

I'll admit, i didn't go that deeply into it It was more like I had an idea and I at least have that idea out. Maybe it would be better to go for something along the lines of negating an effect as it activates, once per turn. The original idea i suppose was mostly meant to affect stuff on the field, but it was not so by design, more so by a side effect of the idea. So, whichever would be more fair.

You're saying you'd rather have it negate the activation and effect of a card on the field. Would it also destroy that card? Personally, I think it would be kind of neat (and, more importantly, not broken) if it could hit the card wherever it is, and if you have the option to destroy the card. (There's nothing like that out there, or so I believe!) That way, you could leave a Continuous card (especially a backrow card) to sit there doing nothing, giving the opponent even more fits.

It's still worded... strangely, but I get the idea. I'm probably overdoing it because I'm used to using the same wording as cards that already exist. Don't mind me...

I did my best at that back when I made this, but it's quite a while ago

This is a very unique card and quite (very) playable as well. BFG pretty much hit the nail on the head with the would be updated text, the current text wouldn't be out of place at all in the old days, in the long long ago that is.
Should read more like this though for what it's doing...
Both players must play with the top card of their deck revealed. Once per turn, during either player's turn you can activate this effect; Negate the activation and effect of a card that is of the same type(Monster, Spell, or Trap)as the card revealed on top of your opponents deck and destroy it.
Really is a great card.
