All Malefics have that "Only one malefic can be on the field" line in their effect. If Skill Drain is up it negates this effect while a Malefic is on the field, but can't stop the effect from being triggered in the hand. Mind Drain won't work since this effect doesn't start a chain.
Since Majesty's Fiend negates monsters effects EVERYWHERE (banished, field, grave, hand) could getting two Malefics on the field with Fiend on the field be possible now?

Two things that are helpful for rulings. #1, link card text for cards you're questioning rulings on. In this case, Majesty's fiend and any Malefic should do. #2, read your cards carefully. There are things that should jump out at you about the way Fiend is worded if you read the card carefully.
I'll use Malefic Cyber End Dragon as an example for a Malefic monster.
And here is Majesty's Fiend
First thing to notice is that is a condition, not an effect. Something like Skill Drain, Veiler, etc, will not negate a condition. As far as I am aware, there is no card in the game that negates a condition. Second thing to notice is that Majesty's fiend doesn't negate anything. It prevents monster effects from being activated. There's a difference here, and I'll explain what it is.
A good example is Traptrix Myrmeleo She has three effects here.
Her first effect is a passive effect, not a condition, it can be negated by Skill Drain for example, but it also isn't activated. Majesty's Fiend will not prevent this. Her second and third effects, to search and destroy respectively, both activate. Therefore Majesty's fiend will not prevent them. Notice I say prevent, because again, Majesty's Fiend technically negates nothing. It prevents them from being activated in the first place. (This is important as it means you can't even pay a cost like you would be able to under some cards.)
tl;dr Majesty's Fiend prevents effects from activating, it doesn't negate anything. Furthermore, it's a condition that Malefics have, not an effect.

While Drill has covered the main points, the text that restricts one Malefic on the field at all times is an EFFECT. It can be negated by Skill Drain.
That said, the one in hand isn't being negated, so you still cannot drop a second Malefic from your hand under normal circumstances.

In the past this card text was commonly referred to as "The Highlander Clause" (There can only be one!). For further reference check/search these appropriate rulings:
-Hero Mask / Grandmaster of the Six Samurai
-Archfiend Zombie Skull / DNA Surgery / Gravekeeper's Chief
-Hundred Eyes Dragon / Gravekeeper's Chief
-Malefic Blue-Eyes White Dragon vs Skill Drain / Interdimensional Matter Transporter
-Rulings for Earthbound Immortal Aslla Piscu
The OCG commonly refers to these types of effects as "unclassified", as they are treated similarly to continuous effects while a monster is face-up on the field, but also apply and are considerd "active" while a monster is banished, in the hand or graveyard as well.
