Bit early and there are too many cards on this. I know this is a wishlist type of list but lets be realistic. Konami will not hammer all these cards.
Banned: Anti-Spell fragrance being banned is just no. Who is using this really?
I don't mind the Big ruler getting banned, my mythic ruler deck is already traddy format.
Soul Charge I can see being limited not banned.
Limited: Supply Unit is a question mark, The starter deck drops like a few days before the list comes out. Yeah I know what it does (I have seen the OCG Scrap deck videos) I am just saying that it is one of the driving forces behind selling the deck in the TCG.
The abyss, FF, and geargia stuff yeah it need the hit desperately.
Kuribandit really depends on the showing LS makes @ the WCQ.
Instant Fusion really is being seen in 1 deck CyDra. And I am not seeing any representation of that deck in the major tourneys.

Anti-Spell Fragrance: New method of summoning is available in July. This card kind of prevents people from using it.
Soul Charge: That's what I thought at first too, but limiting it isn't enough to address the problem.
Supply Unit: Even at 1 this card is ridiculous. Near general staple status in everything, most of all, in Scraps.
Kuribandit: To be honest, I was just figuring since it is a grave filler that sends 5 and adds a s/t to hand, it would be hit. A lot of decks that aren't LS are spamming the hell out of it right now.
Instant Fusion: Combo oriented decks use it. Madolche, random Infernity, etc.

it stops an entire game mechanic. it will see play, if you don't expect to you are undervaluing it.

I really think you're overestimating the power of Pendulums. Yes, they can blowout a game, but that's only if you are in a position in a game where 1) They have the correct Pendulum Scale 2) They have monsters they WANT to put down simultaneously 3) You have no answers to either the Pendulum, or the final product of the Pendulum.
Looks much worse on paper, OCG tourneys and DEV/YGOpro testing will show Pendulum (upon release anyway) is not competitive.

Only ocg deck that i have seen making any real use of the pendulum summons is Scraps. Gadgets we have so much tech @ the moment that it really isn't necessary to use it in that deck
