Thor Once per turn: You can negate the effects of all face-up monsters your opponent currently controls, until the End Phase. During the End Phase, if this face-up card you controlled was destroyed by your opponent's card (either by battle or by card effect) and sent to your Graveyard this turn: You can banish 1 "Nordic Beast" Tuner monster from your Graveyard; Special Summon this card from the Graveyard. When Summoned this way: Inflict 800 damage to your opponent. Shooting Star Dragon Each of these effects can be activated once per turn: ● Reveal the top 5 cards of your Deck. Shuffle them back in, and this card's maximum number of attacks this turn is equal to the number of Tuner monsters revealed. ● Negate the activation of an effect that would destroy a card(s) on the field, and destroy that card. ● When your opponent's monster declares an attack you can select it, then remove this card from play and negate the attack. During the End Phase, Special Summon this card that was removed from play by this effect.So, this came up years ago and my brother lost because the judge (Whom he was playing) ruled that shooting star can still activate it's effect to negate the attack and banish itself as a cost even if thor negates it's effect. Years later we have realized this judge was an utter moron and about 50% or more of the time was completely wrong and we had both lost several duels because of his ignorance as a judge. So, I'm curious, was this one of the ones he was wrong about? Or did he (for once) know what he was talking about? UrsielragdaALZ

Best I can see is that Thor will negate the effects, but won't stop the activation of them. Without the PSCT for Shooting Star best I can come up with is that to activate the effect all you must do is declare it and select the attacking monster. The removing of Star from the field is part of the resolution and just goes "poof" since Thor has shut down the effects til the End Phase.

Lol, that Judge is silly. There's no way you'd be able to use it's third effect under a card that has effect negation.

Negation doesn't prevent activations, that's for sure.
However, like Veiler, if an effect activates on the field, it will be negated, such as that of SSD. Similar to how Mermail Abyssgaios places such an effect on guys smaller than him.
