So my question is this, if I go first and summon Cyber-Stein and then use its effect, then play temple of the kings can I use Last turn in that same turn?

Last turn clearly reads "During your opponent's turn" so I would say no. Temple of kings let's you play traps the turn they are set, but it doesn't let you ignore activation conditions.

So I could set Last Turn and on my opponent's first turn activate last turn after using Cyber-Stein on my own turn

You have 8000 life, pay 5000 for cyber you have 3000 life. The activating conditions for Last Turn are STILL not correct.
Unless I'm misreading your question?

I realized I was thinking of another card, however if I used Cyber-Stein and magical Scientist on my turn (scientist twice) I could use Last Turn on my opponent's turn.... unless I missed something somehow...
