Let's build a draft set

Yeah, Konami fucked up. So let's one up them. We'll create a set that evenly divides into 16 players, with an ideal number of total cards and trying to make a balanced list of cards that promotes skill and demotes staple.

Requirements;

-A Number of cards we can agree on
-A separate draft for an extra deck
-No Normal Monsters
-No Banned Cards

Any suggestions on requirements would be helpful, and let's start figuring this all out.
