Looks similar to my Light HERO build, except I don't run 3 Thrasher. Which can be a dangerous card, you need an open field to get out.
My version only runs 2 Bubbleman and two Thrasher last 2 slots being filled by Noble Knight Gwayan.
How come no Gemini Spark?
I would try to get an second lance in this too.

My field will always be open unless I'm already in a winning position.
Spark is too dead for me. Neos isn't staying around often, either becoming Shining or Excal.
I like Lance, but I just find the room is better suited for things like CotH.

Spark is always dead in any deck for me, the card itself hates my soul.
I didn't update the extra much, but yes, 101 deserves a spot.

Actually dropping Great Tornado, since I can only make it off Blade Armour, and I would rarely do that.

One is cutting attack of all opponents monsters in halve, or the other only negating 2 attacks before being destroyed by its own effect?

Regular Utopia opens up the Super Utopia (C39 Utopia Ray), which allows the taking of 3000 ATK and boosts himself to 4500, and can be made by any 2 monsters, where as Great Tornado will have require me to have already used Blade Armor Ninja, have Miracle Fusion in hand, and NOT want to go into Zero or Shining.
Tough call indeed.

How are you finding the consistency of this deck? I've been considering rebuilding HEROS in some form or another, but consistency issues stop me every time.

A big push is dropping an xyz or two and miracle fusion(s).

Big push can be anything from 1 monster and its effect for game, to many monsters going for game.
