2nd build is definitely better. You can't run chain burn without chain strike and fortune.

You can, but only cutting one pair or the other. The easiest to drop is Fortune because it's a horrible topdeck, while Chain Strike can at least be worth 800 damage (which is a "141" in terms of the ratio of 800 LP = 1 card, see Ookazi). On the flip side, when build to maximize chains and draw power, Fortune is quite alright. I personally think the deck that would like to use Fortune should use less monsters and more draw power. Dunno how it'd look like but maybe cut a Queen or Golem, two Wabokus and throw the Jar of Greeds back in for the second build.

how can i make it slightly more consistent?
It draws fast, but not getting the burn combos fast enough.

Why would you use Sylvan Charity in this? Deck stacking only it seems? Or only good unless you have a 2nd Charity in hand. Which would mean then 3rd is worthless.

Mostly in Sylvans but there are a lot of players looking to use it in other decks. Hence the talk about it being a Secret in the TCG PRIO.

Surprised no messenger of peace could be fit into it this. How are you planning on stopping your opponent form attacking with Lava Golem?

3 books, 1 peace, 3 roar, 3 dimensional wall, = 10
1 sided book + 2 magic cylinder + 2 waboku puts it up to 15 if need be. I think he'll be good.
