This build is post Prio, but it is going to be so sweet using this.

Why such a "focus" on RUM monsters in the extra? Also, do you ever run into problems with not having tribute fodder?

Ray V has a nasty burn effect, Victory just allows me to power over anything else.
LP Lowering Effect of Number 6 and C6 are too good to ignore. Sets up wins very quickly.
I never had a problem with no Tribute fodder with this deck. I always have something on the field to tribute off.

Very burn heavy build I'm noticing.
Tech'd mask of darkness to grab back first monarch tribute fodder/more burn?

It just grabs any trap I want, depending on the situation.

So what's the "special" reason for including him in this then? Because he grabs any trap, but I don't see him in every deck. What about him fits better in this deck than others?

That is the reason why he is special in this, he isn't being run in every deck. A lot of people think he is too slow. With the right backrow I can protect him while he is set, then flip to recycle a trap used to protect him, and tribute him off for a Monarch. It is just a favorite way of using him.

That would be personal preference in a nutshell Drill.
