Oppression was easy to get rid of too (still on Forbidden list).
Super Poly needs to go for the following reasons: -Dolls will have all 6 attributes by Secret Evolution. -Heroes will see a boom in play soon. -Elder god archetype. -Promotes otks. -Speed 4.
Stratos will likely come back in time for the Hero Structure. I just have it there as a placeholder for a returned forbidden card. Could just as well be Heavy Storm (would be nice), DSF, DMoC, etc.
Summoner's Art is because of Qliphoth. Same with Skill Drain.
Supply Squad limited and Tour Guide semi-limited are for Burning Abyss.
I have no idea what could/should be unlimited.

Tour Guide again? Nooooooooo!!!! I need him for my agents... lol. About Stratos... I haven't looked into the Hero's SD but it would be stupid if they didn't find a nice replacement for that card, meaning that I wouldn't want to see him back just cause. Also... the deck needs a new direction... being the same old same old is boring

Emptiness is easier than Oppression to get rid of. Unless Number 66, or that trap that protects continuous traps from being destroyed is involved.
DSF is likely the card coming off the list with LC05DS coming out next month, and with the errata of that card. Heavy Storm would be nice coming back I don't see Konami giving us 2 cards back from the forbidden list.
Stratos could come off in time for the HERO Structure but that isn't not going to happen until next year either with the 1st or 2nd list 2015. So the boom in play for HEROs won't happen until that time.
Another thing TCG Konami is never proactive with the list, any hits involving Quilphorts/Elder Gods will have to happen on the January list forward (that is is if we get the elder god archetype).
Supply squad is being used in many decks. I can see it getting a hit, but I don't see a full blown limit.

Brotherhood of the Fire Fist - Spirit (3-Axis). Morphing Jar & Morphing Jar #2 (Jackpot 7). Evigishki Gustkraken & Evigishki Mind Augus. Dewloren, Tiger King of the Ice Barrier. Brionac, Premature Burial, Trishula (the loops). Makyura (forbidden before it could ever really see play). Need I go further?

They are tweaking things, tweaking implies it is mostly reactive than pro-active.

No... they actually made a list for each part of the world... and they started to be more pro-active in the latter years so I would say that they did change the way they were doing things. And not just the banning list... they have been searching for new ways to make money with some awesome products

Qliphorts are coming in November hitting them so far out would kill any interest in the deck here.
All that would drive the sales of the that set will be the new tech for dolls, tellars, and BA. The format won't change then.
